Barbara Bailey, Chairman
Ms. Barbara Bailey is Chairman of VSC with primary responsibility for strategy planning and business execution.  Ms. Bailey has over 40 years experience in senior government roles, both within the District of Columbia and for Fortune 500 companies.  Ms. Bailey is an Expert in Labor Management and Relations and Human Resources.
 
Vernon W. Bailey, CEO

Mr. Bailey received an honorable discharge in 1997 from the United States Marine Corps. He was employed as a Buildings and Maintenance Supervisor for Campbell County, VA from 1990 to 2009.

Emmanuel Bailey
, President and COO

Mr. Bailey has over 20 years of banking/finance experience and has owned several small businesses. He has demonstrated a proven ability to build and develop key functions with a special talent for ‘leading through’ people and building top talent for the organization, and has a strong reputation for building important internal and external relationships that serves to advance organizational goals. Mr. Bailey possesses deep experience in organizational design/development, project management, employee development, executive coaching, and managing complex functions in line-businesses and staff functions.  He is principally responsible for ensuring the efficient operation of VSC and for directing all business development activities.

 

Mr. Bailey has a B.A. degree in Business Management and has an MBA from the University of Maryland's Robert H. Smith School of Business.


Rebecca Dirden Mattingly, Executive Vice President -Gaming Practice

Ms. Dirden-Mattingly was appointed Secretary of the Florida Lottery in 2003.  As the first and only African American female in the Lottery’s 18-year existence, Ms. Dirden-Mattingly maintained the Florida Lottery as a multi-billion dollar state revenue resource where customer value, public trust and an unwavering commitment to the enhancement of public education are cultivated and celebrated.

 

Under her leadership, the Florida Lottery remained the top performing U.S. lottery in terms of total net transfers (read profits) to the state, transfers as a percentage of total revenue, expenses as a percentage of total transfers, and per capita transfers to the state.  To this end, she set a goal of transferring a minimum of $1 billion to the Educational Enhancement Trust Fund annually, and she did just that for four consecutive years.

Ms. Dirden-Mattingly presided over the largest gaming system conversion in the history of the domestic lottery industry by introducing the new provider of On-line gaming system and services to 13,000 retailers in Florida. 

 

Curt Merritt, VP of Preconstruction Services

Mr. Merritt has over 30 years of experience in construction project management. In his role at VSC, he manages the overall department workload to ensure timely completion of proposals, estimates, schedules, budgets and logistics planning.

 

He is responsible for the generation of all best value technical proposal packages and CM documents, and provides detailed estimates, scheduling, claim analysis, and budget generation to clients. He also provides technical proposal writing and design coordination. His project management skills include Primavera Scheduling, Prolog Website, Timberline Precision Estimating, design & layout for concrete forming systems, detailed equipment/piping layout drawings, submittal review/quality assurance, budget generation/monitoring, claim generation and analysis, sub-contractor selection/negotiation and contract generation.

 

Mr. Merritt holds a Bachelor of Science Degree in Civil Engineering from Old Dominion University.

Shaun Meyers, VP of Marketing and Business Development

Shaun Meyers brings over 17 years of extensive proven construction experience to Veterans Service Corporation, specifically in the areas of General and Mechanical Construction. Prior to joining Veterans Services Corporation, Mr. Meyers was co-owner and President of Proteus, Incorporated, a full service construction firm, specializing in general and mechanical construction, construction management, and facilities operation and management. Proteus’ clients included both public and private sector entities such as the Government of the District of Columbia, Howard University, various federal government agencies, private developers, and major general contractors.

Mr. Meyers holds a Bachelor of Arts Degree from the University of Maryland (College Park 1982-1985), and participated in the Masters of Business Administration Program at the University of the District of Columbia (1985-1987). Mr. Meyers has completed further study from the University of the District of Columbia’s Professional Real Estate Appraising Program and the Standards of Professional Practice Program. Mr. Meyers is also certified through the U.S. Army Corps of Engineers Project Management and Construction Quality Control Program, and is a member of the Society of American Military Engineers.
